At 5:10 am on Sunday, April 20, 2025, Portland Police observed a motor home parked illegally and blocking traffic in the area of Elm and Lancaster Streets.
An attempt to contact the person inside led to the occupant threatening to get a gun and locking himself in the bathroom. Officers on scene tried to convince the man to come out and later deployed pepperballs into the motor home. The individual did not exit. The department’s Special Reaction Team & Crisis Negotiators were called in to address the incident.
After several failed attempts to covince the occupant to emerge, more pepper balls were deployed into the mobilehome. They were unsucessful as he remained inside. During this time, the occupant was seen wielding a large knife, box cutter and he also threw a hammer at officers. Finallly, at 7:37 am., the occupant turned himself in and was taken into custody after chemical munitions were sent into the motor home, compelling him to exit.
Portland Police arrested Ryan Adams, 39, of Portland. He was arrested on multiple charges and transported to the Cumberland County Jail.
