
9 Boyd Street in Kennedy Park is Subject to a Proposal for Redevelopment of it Before the City’s Plannng Department.
The city of Portland’s Planning and Urban Development Department announced yesterday that it has received a major site plan for 9 Boyd Street in Kennedy Park on the east end of Portland.
The application is to facilitate the demolition of four existing multifamily buildings, containing 40 apartments and the construction of a new 50-unit multi-family building with 45 affordable units and five market rate units, along wih ground-level community amenity space. The project will also result in the split of the existing property, with the aim of creating one additional developable lot. The property totals 66,840 square feet, is zoned R-6 Residenetial and iswithin the R-7 zone.
The applicants are COMB Block Phase One, LP, and the Portland Housing Development Corporation.
The redevelopment plans first came to light back on February 6, 2024 when this blogger talked to Brian Frost, Executive Director of Portland Housing Director, about revelation that one of the buildings was mold infested and that staff had failed to take the proper steps to relocate tenants to a safer unit or a hotel. Frost did not disclose at the time that the proposal was a provite-public venture that would involve five market rate units. But Frost did state several times that the new construction would takek place within three years. Time matters apparently.
