Congresswoman Pingree: Trump and Vought’s Illegal Rescissions Scheme is a ‘Flagrant Affront to Congress’s Power of the Purse’

Congresswoman Chellie Pingree (D-ME), Maine’s first District Congresswoman and a senior member of the House Appropriations Committee, released the following statement on Office of Management and Budget (OMB) Director Russ Vought’s unlaw effort to unilaterally cancel appropriated funding this afternoon by her office.

“Once again, President Trump — with the help of Project 2025 architect Russ Vought — is attempting to claw back billions of dollars in funding already appropriated by Congress.  This so-called ‘pocket rescisson is illegal, unconstitutional and a brazen attempt by the president to further consolidate power and usurp the explicit funding authority of Congress.

“The Consitution is clear.  This is a flagrant affront to Congress’s power of the purse.  The programs and initiative the presdient is tryig to stop — including $5 billion for biomedical research and disease prevention and $2.5 billion for state and local crime-prevention efforts — had bipartisan support.  This president believes that only his piorities matter.  It’s wrong, it’s dangerous and it underscores this admnistration’s increasingly auhoritarian behavior.”

It was revealed today by an AP report  that President Trump has informed House Speaker MIke Johnson (R-LA) that the President won’t be spending $4.9 billion in foreign aid that Congress has already approved.  Yesterday Trump sent a letter to Speaker Johnson expressing his intent to use the “pocket rescission” – referred above in Congresswoman PIngree’s press release .  According to information from the AP, it’s the first time in almostd 50 years a president has used this method that bypasses the legislative branch of government.

The AP report also says that if the White House continues to utilize this strategy, the President could bypass Congress on future important spending bills.  That would throw efforts of both the House and Senate to keep the govenment funded when the next fiscal year starts in October.
