Two Men Charged With Murder of Portland Man 15 Years Ago on East End

Two men have been indicted and are in custody for the 2008 murder of Frank Williams.

Frank Williams was 37 years old when he was beaten and stabbed on the Fox Street soccer field on August 16, 2008.  Detectives have been actively workng to solve his murder since then.

On Friday, December 8, 2023, the Grand Jury rose and handed down indictments charging two individuals with his murder.

Shane Hall and Khang Tran are charged with murder.  Both are incarerated and serving sentences for crimes not related to his indictment.

We would like to remind the public that in August of 2023, the FBI offered a $10,000. reward for information leading to the arrest and conviction of the individual or individuals responsible for the death of Frank Williams.  That reward is still active and we ask anyone that might have information that will assist with this investigation to please contact the Portland Police Department.  Investigator(s) Det. Tran is currently being held at a Federal Prison in Louisiana while Hall is being held at the Mane State Prison.
