Jon Jennings, former Portland City Manager, was fired from his post in Clearwater, Florida this past Thursday evening according to a recent article in the “Tampa Bay Times.” The City Council voted 3 – 2 to release him from his contract citing a failure to communicate with council members in an adequate fashion and to provide them with adequate information on importand issues..
Mayor Frank Hibbard said that Jennings’ inability to complete the city’s strategic plan, his spending decisions on the downtown amphitheater were not approvd by the Council and his lack of desire to correct issues when the Mayor addressed them in private with him were factors in his decision not to support him. The Mayor stated that Jennings was not a good fit for Clearwater.
Two other council members said that while it may come as a surprise to some, they both strugged privately with Jennings for months. “It reached a point where I realized I was not getting straight or complete answers to critical questions on critical topics and agenda items,” said one councilor. “This routinely included deflecting responsibility onto others.”
The Assistant City Manager Jennifer Poirrier will serve as interim city manager until a replacement has been found to replace Jennings. His salary was $230,000. According to his contract, he is entitled to a cash payment of 20 weeks salary.
Jennings served for six years as city manager in Portland. Prior to that he served as assistant city manager in South Portland.
