The City of Portland’s Planning Department announced this morning that it has received a major site plan application from the Portland Housing Authority for the construction of  a seven-story, approximaely 47,000 square foot, mixed use residential and commercial building with 54 dwelling units and one ground level commercial unit at 879 Congress Street.  It is located within the B-2b zone.
