The city announced this afternoon that it has received a Major Site Plan application to facilitate the construction of a seven-story mixed-use building from GreenMars Real Estate Services LLC – at 221 Congress Street within the B-2b  zoning district. The application includes 87 residential units and ground floor retail space at the downtown Portland location.
