The inevitable food vendors showed up and are lined up along the Eastern Promenade.  The wind has picked up and according to estimates of those knowledgeable about such matters, they are gusting up to 20 – 25 miles an hour.  Despite some earlier sunny spots in the sky, the sky remains over cast on the East End of Portland.

All that is missing are  thousands of spectators for the Annual Stars & Stripes Spectacular.  By now Spectacular goers are usually more visable and staking out their turf on the Eastern Promenade.  Spectators are expected to arrive later in the afternoon, delayed because of the lack of sunny skies and warm temperatures.
