As expected, Sheila Hill-Christian, formerly Deputy City Manager for Portland, was appointed Acting City Manager unanimously by the city council tonight. Her position takes effective immediately at an annual salary of $146,598.40. Hill-Christian replaces former City Manager, Mark Rees who resigned from the post effective today after fulfilling his three year contract with the city. Rees did not attend the meeting this evening.
Last January she was hired by city manager Mark Rees and began work as the city’s first Deputy City Manager. In that position, she had oversight of city departments including Police, Fire Health and Human Services, Public Services, Recreation and Facilities Management, Parking and the Portland International Project. From Richmond, Va., she led the Hill-Christian Consulting Group, LLC, a Richmond firm providing consulting services to government and non-profit.agencies. She earned a Bachelor of Arts at the Virginia Commonwealth University and her Masters of Business Adminisration at Averett University.
Councilor Jill Duson said: “One of the things that outgoing city manager Rees did well was in his hirees.” Councilor John Hinck said that “the city of Portland is fortunate to have her step in at this time.” There were subtle hints that she might replace her predecessor and former boss as the permanent city manager.
Hill-Christian spoke briefly and thanked the city council for its support. “I will work hard to make you proud. It was not easy coming from a different culture,” she said.
The council also established a search committee for the permanent replacement of city manager Mark Rees. Members of the committee are Mayor Michael F. Brennan as Chair, Councilors Jill Duson, Nicholas Mavodones, Jr. and Edward Suslovic.
