Police Make Three Arrests in Drug Trafficking in Bayside

The Portland Police Department has been working with agents from the Maine Drug Enforcement Agency to address drug trafficking in the Bayside neighborhood. For the past three (3) weeks, one building has been the scene of several police investigations.

On June 20, 2019, MDEA and Portland Police Department executed a search warrant at 259 Oxford Street, Apartment # C2.  Because of the inherent risks in executing these types of warrants, the Portland Police Department’s Special Reaction Team served the search warrant.  The unit was unoccupied at the time, but police seized a handgun along with several loaded handguns and rifle magazines.  Items indicative of drug trafficking were seized as well.

On June 24, 2019, Alex B. Moustraphis, 29, Westbrook, was arrested for Aggravated Trafficking of Scheduled Drugs after a traffic stop in the area of 92 Portland Street.  (See above left photo).  A South Portland Police K-9 conducted an exterior search of the car and indicated the presence of narcotics.  Approximately 112 grams of Methamphetamine and $3,000. in cash were seized.  Moustraphis was taken to the Cumberland County Jail and posted $5,000. cash bail.

On July 3, 2019, members of the Portland Police Crime Reduction Unit, Community Policing Unit and Patrol Division executed another search warrant at 259 Oxford Street – this time in apartment A1.  Officials seized four ounces of Crack Cocaine and $4,100. in cash.

On July 9, 2019, MDEA and Portland Police conducted another search operation in the vicinity of 259 Oxford Street and subsequently arrested two men, seized 11 grams of Fentanyl and approximately $2,200 in cash.

Kevin A. Shckel, 30, New York, was charged with Trafficking in Fentanyl and possession of Methamphetamine pills.  (See above right photo).  Orbria Turner, 46, of New Jersey, was charged with Trafficking in Fentanyl and violation of Conditions of Release.  Both are currently being held at the Cumberland County Jail.

These investigations are still underway and more charges are expected.
